Not prosecute medical marijuana patents or distributors in states where it is legal

19 states have legalized the use of marijuana for medical purposes. According to a survey in the New England Journal of Medicine 76% of doctors approve of medical marijuana use. The users of medical marijuana have diseases such as cancer, HIV, glaucoma, and epilepsy, these are not criminals these are sick people trying to be treated, but under the controlled substance act these people can be criminally prosecuted at the federal level along with the caregivers providing these people with the medicine they need.
