Not recieve payment for lack of ability to carry out the duties set forth by the people of the United States of America

Understand that our government is a government that was created For the people, by the people, and of the people. Therefore, it is these peoples God given right, and rights written and set forth by our founding fathers, to withhold payment to our elected Congressmen and Congresswomen as well as the President of the United States until the duties of those elected officials meet the following:
1. The budget is balanced
2. Taxes for individuals making $250, 000 or more a year is increased to 25%
3. Medicaid and Medicare are restored to surplus status
4. Full retirement for the above mentioned elected officials may only come after 10 years of service
5. All members of the House, Senate, and all affiliates of Congress receive a 20% cut in pay
