not require immigrants to be able to read, write, and speak basic English to complete the naturalization process

I would like the Obama Administration to omit the requirement of immigrants having to be able to read, write, and speak basic English. The reason I believe this requirement should be omitted is because like everyone else immigrants have mental illnesses. For example, so people may have an mental illness to where the are not able to read or write, statistics show that 13 percent of immigrants do not speak English at all. So what if they are looking to come to the U.S. for a safe haven, Do we turn them away because they are not able to do these things ?
