Rather than attempt to ban weapons which could infringe on constitutional rights, require registration with annual renewal of automatic and semiautomatic weapons; provide limitations on the capacity of magazines; and require licensing of the users of the auto and semiautomatic weaponry.
Violations should be subject to heavy fines and jail in extreme cases. Tax revenue from the registration and licensing fees to pay for the process.
