This petition, if successful, will positively impact the disenfranchised Democrat voters and further cement President Obama as not only a good President but, more importantly, a good man. "Upper decking", or rather, defecating into tank of the toilet instead of the bowl. Therefore the next person who flush the toilet will fill the bowl with soiled water. It is a universal sign of disrespect and also a pretty funny prank.
