I am seeking to have President Obama use an executive order to enact the "Obama Care Foster Children's Act 2014" that will grant federal protection to the 500,000 foster children in our nation. The Act would implement a letter grade system that would rate every foster placement with a simple letter grade. That grade would grant foster children additional rights of protection to live only in foster placements that are rated A, B, or C. This act would guarantee that foster children do not have to live in substandard and abusive placements. It would also make public the condition of every foster placement in our nation. Moreover, agencies that provide foster care would paid according to their letter grade. The letter grade system is new business model for providing child welfare.
