The extended drought, over 2 years, has resulted wheat producing states were declared Severe Drought Disaster areas: Okla. (all counties), Texas (157 counties), Arkansas (47 counties), Kansas (88 counties).
Per the USDA, drought has increased food prices by $2.03 per bushel for winter wheat. This increases food prices for grain-fed beef and poultry, both are projected to increase by > $6.00 in 2013.

Building more water reservoirs in the wheat states is a good investment of disaster dollars, because it produces a return on the investment.
