The current dis-function of Congress is caused by elected representatives who's main concern is to get re-elected. They no longer are there to do the peoples business. They only care about getting re-elected and representing the "special interests" of the groups who fund their campaigns to keep them in office. A two Term Limit would allow the people to put new blood in Washington. Lame Ducks would be more likely to get something done.
