The next big climate/energy idea from the administration should be to express willingness to eliminate or substantially reduce corporate income tax if it is paired with a revenue neutral increase in pollution and carbon taxes. In addition to both of these ideas providing the base of each party a big win, the administration may be surprised by the number of voters who actually think both of these changes are intrinsically good. Internalizing the costs of pollution through taxation is the best way to ensure that pollution only occurs when the benefit exceeds the damage caused. Also within a corporation, income is taxed at the same rate regardless of the wealth of the ultimate beneficiary (share holder). Finally it pits big business against big oil.
