Unless and until Congress votes on which States and Counties in the United States are to be subjected to pre-clearance under Section 5 of the Voting Rights Act, President Obama should enact an Executive Action requiring ALL States and Counties to require pre-clearance. This will be fair, and across the board, until Congress does their job.
