Offer funds for renewable energy through contests.

Current use of petrol involves subsidies for an industry making more profits than any business in history. At the same time, previous investments in renewable energy by the Federal government have had mixed, lack luster results in spurring a new industry that can compete in future global markets. Having renewable energy as the crux of our domestic investments will help ensure a productive and sustainable future for this country, not least because petrol is finite and can become a far-reaching leverage against the United States in foreign affairs. Thus, government should offer funds for select industries through competition, not unlike the DARPA Grand Challenge of the last decade. Such a contest for federal resources would be more productive than current use of subsidies.
