Offer Guyana the option of joining the U.S. as a state

A significant fraction of Guyanese and Guyanese-Americans want Guyana (formerly British Guyana) to join the United States. It is the only English-speaking country in South America, has friendly relations with the United States already, and has a current population of 730,000, which is small, but still greater than that of Wyoming and some other states. We propose that the USA should offer Guyana statehood if its people agree via popular referendum to join the USA.
