Offer a meaningful explanation as to why the Department of Homeland Security is purchasing large amounts of ammunition.

Many United States citizens are concerned about the Department of Homeland Security (as well as other Agencies) purchasing large amounts of ammunition. Many citizens believe one of the following scenarios: (1) The homeland is not as safe as the Government claims it is. (2) The ammunition being purchased is of certain calibers that may be included in legislation that would ban or control the weapons that use that caliber. Therefore, depleting the supply of ammunition would render those weapons useless. And finally, (3) The Government is preparing for a possible period of civil unrest.
The citizens of the United States deserve a truthful answer regarding this purchase with taxpayers money.
