offer a national referendum on a deficit reduction plan

Due to the failure of the congressional committee to create a suitable plan to reduce the national deficit over an extended period of time and in an attempt to avoid automatic spending cuts that would drastically weaken the federal governments ability to defend our country and provide welfare for the sick, poor, a National referendum should be held to allow the people of United States of America to decide how they best see fit to reduce the Federal Deficit over an extended period of time. The Democratic and Republican Conventions would each develop their own plan for deficit reduction, at which point it is submitted to the states for referendum. Using the Electoral College system as in a presidential election the plan with the necessary electoral votes would then be signed into law.
