The Russian government is both persecuting it's gay citizens, and turning a blind eye to private terror groups which have tortured and murdered gays in Russia.
We should offer asylum to any gay man or women who wishes to leave an oppressive country, where they lack basic human rights and can not be safe, and invite them to become a productive part of American society.
