With lower income elderly the chances of a siginifcant life change, enabling collection of student loans, is unlikely. When the high cost of medical care, medications and food are added to the challenges the elderly face, dealing with collection agencies over a student loan that may be 20 years old is simply punitive. I suggest that those with a limited income and are over 65 be allowed to have student loans forgiven so that this burden be lifted in declining years of life.
