Offer tax rebates for higher education and forgive federal and state student loans after 20 years

A tax rebate would be offered for anyone who has graduated from a higher education institution (starting with a minimum of a 2 year associates degree program). The rebate would last for 10 years from graduation, and depreciate over the course of that time. The higher the level of education achieved, the greater the rebate would be. Also any state of federal loans which were taken out towards the completion of an academic program (this would not apply if a degree was not obtained), and had been kept in good standing, would be forgiven after 20 years.
