In a simple effort to alleviate the burden of taxes upon the constituents of America. Offer, on a contractual basis for Mexico's prison system to house US offenders.
No bias under existing federal law shall be presented in order that an inmate meeting the criteria of; 18 years of age and a minimum sentence of 120 months, shall not participate.

State participation shall be voluntary and at the discretion of the Governor of each respective state. Federal participation shall be mandatory.

Remuneration to the Mexican Republic shall be established by contract, and paid to Mexico by the respective jurisdiction from which the inmate would have been housed.
