Offer to work with the Brazilian gov to create an exemplary regional stratety to lower crime rates in their major cities

Major Brazilian cities have been going through a continuous cycle of violence. Places such as Sao Paulo and even small towns such as Betim are dominated by robberies and killings and only offer increasingly fear to their citizens.

This could be a great opportunity for the USA to try out newer tactics to combat crime and, as the ultimate goal, help developing countries in South America fight their domestic violence.

Simple methods already used with success in the USA could be introduced to the Brazilian govt. Along with known methods, the USA can assist with local research and discussions of new strategies to eliminate the everyday thief and cop assassins.
