By moving Halloween to the last Saturday of October permanently regardless of the date:
1. school children can enjoy festivities all day, not have to attend school sleepy and/or full of sugar the next day.
2. Most parents would have the day to prepare their children and have the next day to eat their kids candy.
3. Restaurants would see a large increase in profits from families and parties that might not happen on a school/work night.
4 College kids can go to football games dressed in costumes.
