One Time Excise Tax For Endowments

At a certain point, universities and foundations have amassed enough money in their endowments. Some endowments hold more than a billion dollars in them and that is not fair. That money should be put to good use.

Therefore, there should be a one-time excise tax on all endowment funds. It should be a graduated system so that the rich fat-cats pay more.

$0 - $1,000,000 = 20% tax
$1,000,001 - $99,999,999 = 50% tax
Everything $100,000,000 and over to be taxed at 75%

Furthermore, foundations should be required to spend 100% of their funds within twenty years of their founding or inheritance taxes and penalties will become due.
