One time payment to citizens on Social Security to offset lack of increase over last 3 years

For the past three years people receiving Social Security have received no increase. The small increase for 2017 was absorbed by the increase in the monthly Medicare deduction. The Social Security fund helps senior citizens and the disabled and the COLA used does not reflect the expenses that they incur and those expenses have risen over the past three years. A one time payment for those on Social Security is warranted.
