Online gaming is really hurting Young Students academic performance. Should there be a measure to prevent online gaming?

Addictive online gaming has become a serious threat to entire world. My son was admitted to UC Berkeley Computer Science program in 2012, he was expected to graduate in 2016, but he is no where close to that deadline.

Reason: Online Gaming (League of Legends in his case) is very addictive for him to play. Unfortunately UC Berkeley enables a real good gaming environment for my son through CSUA (http://csua.berkeley.edu). They have high end computing for these students to get spoiled with out any controls (or governance) in the form firewall.

I have called UCB and expressed my concerns, but they told me there is nothing they could do. Here are some incidents where kids lost their lives.
