It would be ridiculous to accept a petition as a viable reason to prove a state truly does not wish to be a part of the union, if the majority of signer's are from a different state. If someone from New York makes a petition for Vermont to secede and only one person from Vermont actualy signs it, the petition should be disregarded. If someone from Illinois signs a petition for Kansas to secede, their opinion doesn't matter.
