We all know that there is an overpopulation of animals in America. Most of this is caused by human negligence or letting go their unwanted animals, and allowing them to breed. Those who purposefully breed their dogs because they feel the need to do so is only hurting the cause. I propose that only certified, licensed, and reliable caretakers to breed animals.
Those who decide their animals are fit for breeding must go to a hearing and get their license every time they breed their animals. Those who do not to spay or neuter their animals must still pay for the cost, and will be fined if they allow their dog or cat to bring unwanted animals into this world. This will greatly decrease the amount of animals that have to be put down and have healthier, happier animals.
