only allow the sale of US weapons to Vietnam if the weapons are never to be use on any citizens and miniority of Vietnam

While it is a good progress for Vietnam and the United States to continually improve the relationship between the country through the recent approval of the sale of lethal weapons by the Obama Administration to the Vietnamese government. We cannot deny the fact that Vietnam is still not up to the standards of United Nation in regard to the human rights and religious rights policy. We urge the Obama Administration to put a concrete clause in all sale contracts of any weapons to Vietnam, that these weapons are never to be use against their own people in any circumstances.
