This is to request that any persons signing the petitions to create New Government, secede, or separate from the United States of America in any manner have to be state residence of petitioned state. This is to give the states the rights based on legal residence. I feel it is unfair to submit or sign the petition of any states separating from the U.S.A. unless they have legal rights to the request in that state.
