All public United States institutions, organizations, and entities shall be named only after United States citizens.
If an institution, organization, or entity is named after multiple people (e.g. "Jones, Sheng, and Rouvier Research Institute"), each person must be or have been a U.S. citizen.
Non-public institutions, organizations, and entities which receive at least 20% of their funds from taxpayer dollars must also conform to this policy.
If a person was not a U.S. citizen for at least 20 years, he is not considered eligible.
Existing institutions, organizations, or entities which do not conform to this policy must change their name within 365 days.
