Only offer asylum to women and children, as well as medical / humanitarian aid to countries of strife.

For too long, the USA has participated in proxy wars, offering weapons and military aid to deliberately cause unrest around the world. If we truly want to be a force of peace, we need to change our foreign policy to reflect it. I desire a constitutional amendment, limiting our interference in countries with civic unrest. We should take a more neutral and humane stance by offering asylum to the women and children, and to offer medical and other humanitarian aid. We should, under no circumstance, offer military aid or weapons to either side.
