There seems to be able-bodied welfare (and low-income) individuals in this country that are actively receiving and do not strive to actively contribute. It is our opinion that since these people live off tax payer money, they begin to earn it (just as the tax payer has) via serving in the military. By transitioning these individuals from "free-living" to serving they will subsequently achieve access to government healthcare, an education, and an overall excellent opportunity to better themselves and families, via giving back to the country which has thus supported them. This may be achieved by medically screening (physical and drug tests) individuals prior to their receipt of any welfare forms. Individuals deemed able then must choose a branch of service.
