Instruct federal agencies (through OPM) to stop the in-breeding and open federal jobs to all Status candidates within the commuting area. This means to eliminate the "Agency employees only" vacancy announcements. By allowing in-breeding of only agency employees to apply for jobs, organizational cultures (especially the bad ones) keep their status quo and improvements become impossible. This also prevents feds who have no chances for promotion in current jobs to achieve promotions in another agency. Prevents feds to develop a well rounded experience based resume too.
The hiring process claims that employees are hired based on SKILLS, and those are "transferable." Therefore, employees from other agencies can still perform very well after a short learning curve.
