Adopt a policy that allows homeowners that pay their mortgage on-time every month to re-finance to a lower interest rate without having to reapply. Waive the fee of re-financing. This would allow struggling low-to-middle income Americans to stay in their homes, avoiding foreclosure and short-sales. This would also help stimulate the economy.
