Open the presidential election to the entire populace of the world for national security reasons.

It is important that the Presidency of the United States of America lead the way in global democratic participation. To that end all future presidential elections must require voting by a majority of the global populace (which is as of 2014 around seven billion people). This should qualify at least four billion people to vote.
