Rather than allow citizens to own military-esque weaponry, simply have the military -or- state militia have firing ranges wherein civilians can come, 'rent' a weapon and purchase the ammunition, use the weapon there, and then return it. This could even allow civilians to use some military weapons... as a perk.
This petition offers a solution to the current gun control problems by:
1) Allowing responsible civilians access to great facilities with well-trained personnel
2) Allowing civilians to use a variety of weaponry, to include some military weapons, in a CONTROLLED, MONITORED environment
3) Allowing the government to ensure that all such weapons are locked in the armoury
4) Get such weaponry off the streets
5) These facilities can generate money and be self-funding (or more)
