The right to adequate housing is recognised in the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights. The right to a decent home for every family was declared in 1944 by Franklin D. Roosevelt in his speech on the Second Bill of Rights.
In a given year, an estimated 3 to 4 million U.S. citizens find themselves living outdoors, in their motor vehicle, or within temporary, sub-standard housing. This number represents one percent of the entire population or 10% of the poor. Of these, 23% are families with children, who are the fastest growing segment.
