Have OPM restructure the Locality Pay system for Federal Employees by adjusting locality pay percentages to reflect areas in the country that have the HIGHEST cost of living to the LOWEST. Meaning, if you work in Washington DC (24%) your Locality Pay should be higher than Houston, TX.(28%)
