We oppose approval of a National Bio- Agro-Defense Facility in Kansas because of particular risks posed by tornados, floods, & contaminating a large, nearby livestock population. There is also a history of organizational indifference to risk at Kansas State University (comments submitted to NRC by Professor Emeritus (KSU) William Richter, PhD (http://nonbaf.wordpress.com) and a track record of defiance by State Government leaders in refusing to cooperate with Federal Initiatives (forming a Kansas Health Insurance Exchange). Investigations have proven this kind of organizational culture to be a major factor in aviation and aerospace disasters. Given the inherent risks of the Kansas location, facility approval would court a catastrophe in waiting for the people of Kansas & the United States.
