Order all accredited institutions to use federal student aid for tuition and other things.

There are some educational institutions that offer federal student aid, yet there are some that do not.
I would like to ask the Obama Administration to order ALL institutions accredited by the Department of Education to have the option of federal student aid.
Since the United States is going through its financial crisis, it is even harder on the churches because they can barely have the means to get by. I think the Administration can pass a bill ordering ALL institutions (including theological seminaries) to have federal student aid as an option.
Schools I am referring to:
Southern Baptist Theological Seminary
Reformed Theological Seminary
Southwestern Baptist Theological Seminary
...and the list can go on about those who do not participate in federal student aid....
