A mass shooting as defined by the FBI is an incident where four or more people are shot and wounded, not including the perpetrator. To ensure that such incidents are not ignored and receive the proper attention we request that this administration, and all future administrations, make it a stated policy that following any mass shooting on American soil, the flags on all Federal properties shall be flown at half-staff for a three day period. This shall be done out of remembrance to the victims, and acknowledgement of the presence of violence in our society.
