OPM sets the standard that the other federal agencies must follow when looking to hire and or promote personnel. Their job descriptions are full of big flowery words that are without substance. This places an undue burden on other agencies when reviewing applications and interviewing prospective hirings. An agency should be able to hire or promote personnel based on the knowledge of the department heads and directors in place. If an employee shows the potential to be able to fill a post of higher position the agency involved should have that discretion.
