Order the Department of Justice to count the number of citizens killed by law enforcement each year and publish statistics quarterly. They should gather data about each incident like: date, number killed, number injured, names of those killed, location of killing, law enforcement agency involved, law enforcement officer involved, description of incident, was the suspect armed, time of day, race of suspect, was the suspect charged with a crime, was the police officer charged for the killing, etc.
