Internet Service Providers have instituted data caps on their subscription services to prevent network congestion brought on by "heavy users." These caps are imposed on all subscribers regardless of their data usage, resulting in increasingly higher prices for subscribers while ISPs incur little to no additional costs for providing the same services.
These arbitrary caps risk undermining innovation in the digital economy if they are imposed bluntly and not designed to truly manage network congestion.
We ask that ISPs to be certified by the FCC before implementing data caps and that a data cap proposed by an ISP is evaluated to determine whether the data cap functions to reasonably limit network congestion in a manner that does not unnecessarily discourage use of the Internet.
