To provide to all citizens the opportunity to not have their quality of life disrupted by calls from tele-marketers and others which families do not want interfering in their lives. Only action by the FCC to force ALL telecommunication companies to provide this program will obtain the desired results. Presently (02/13/2014) only five carriers provide this service to their customers: AT&T, U-Verse, Vonage, Cablevision Optimun and SureWest.
