The federal government should immediately implement a comprehensive, independent review, of its labor force and fixed assets with the goal of reducing the required manpower and facilities needed to support non national security related issues. The chosen company to engage in this independent review should focus strongly on practical ideas for increasing the use of technology within and across governmental organizations to reduce manpower. They should also engage in proven time study methods to evaluate office staff work loads/requirements and project current, and when possible, future staff requirements. A bonus plan, above base fee, should be implemented for the evaluating company where a percentage of the identified cost savings is paid to the company upon successful plan implementation.
