Require a permanent "Permit to Purchase" to acquire a firearm. Anyone wanting a rifle or pistol will be required to get a permit from their local sheriff or PD. It can be in the form of a card with your photo, thumb print and signature. To get a permit to purchase you will be fingerprinted and complete an FBI check. Training by law enforcement and qualified trainer may be required. PD's discretion. They will ensure you're not a felon. An affidavit is signed stating that you've never been committed, are a legal resident, no domestic violence, the firearm is for you alone and not for someone else, etc. Mental health evaluation at PD's discretion. At gun shows-No Permit-No Gun!
