If this imbalance were eliminated, it would decrease the Federal operating deficit by the amount that these states exceed their contributions. There would need to be certain exceptions: Federal payroll, Social Security, Veterans' benefits, & government pensions are earned and would not be counted. Likewise, entitlements would remain. Since Federal assistance to those at the bottom of the economic ladder is documented to have a more stimulative economic effect than Federal payments to those at the top, the remaining Federal assistance should be weighted toward those programs.
