While the complex work of Yoshihiro Kawaoka et al. must be commended, it is irresponsible to create or remake highly transmissible pathogens without fully understanding the risks.

We ask that a scientific panel be assembled to determine if the intended benefit of the research exceeds the potential harm. If the utility of this research does not outweigh the extreme risk associated with these activities, it cannot be allowed to continue.

As there is a potential hazard to public health, national security, and international relations we must be absolutely sure that these and similar experiments are vital and controlled.
