order the U.S. Mint to discontinue the production of the penny in order to reduce cost and improve retail efficiency.

Eliminate the penny as it costs more to produce than it's worth, also the penny slows down retail transactions as it takes more labor to distribute 2-4 pennies than it does to distribute one nickle.
