order the Veterans Administration to electronically end the VA's paper backlog by deploying 1000 "Neat" scanners & PCs .

Given the massive and growing backlog of filings by service veterans for VA benefits,
and given that promises to reduce this backlog predate the current conflicts by decades,
and given that there is off-the-shelf technology that enables instant scanning and conversion of a paper form into a sorted, searchable and codified digital document,
and given that this technology requires no customization whatsoever to do this task,
and further given that this technology requires no special skills to operate, whatsoever,
we petition the President to use executive order to have the V.A. run out and buy 1000 "Neat" scanners (w/ software included) and 1000 PCs, and hire 1000 unemployed day laborers to operate the above to scan in the backlog of veterans applications for benefits to be processed.
