Provide for any US American citizen who has paid more than 15 years into the American tax system, the ability to leave the United States, relinquish their US citizenship, and move abroad. Rather than abandon their investment into the Social Security system, offer to pay that citizen back a lump sum, which may be used for relocation assistance as long as that US citizen is moving to a foreign country. The process of payment should be quick and due process speedy so that such American can chose to depart timely at their own will. Upon arriving in the country of choice, all ties to American will be forfeited, except in cases were a crime has been committed.
